SINERGITAS PECALANG DAN POLISI DALAM SISTEM KEAMANAN REGIONAL
Abstract
Maintaining security and order stability in traditional villages is the main objective to continue to promote Bali as a strengthening of cultural identity. Creating security and order in indigenous villages is not only the task of the police and the government but the role of indigenous village communities is desirable. Therefore, traditional villages must be supported by traditional institutions and other organizations such as traditional banjars, temples, and sekaa, and traditional organizations that are still alive and developing in other communities such as Pecalang. Pecalang is a traditional Balinese security task force that has the authority to maintain regional security and order within the authority of the customary village, both at the adat Banjar level and in the customary village area. Safeguards carried out by pecalang are forms of self-help security, namely a form of security that is held on the will, awareness and interests of the people themselves. The issuance of Perda No. 4 of 2019 concerning Desa Adat does not clearly state and is still ambiguous in the duties of pecalang, so that they can have the opportunity to move out of the history of the formation of pecalang. To support the duties of pecalang, the pecalang needs to coordinate with the National Police as stipulated in Article 47 paragraph (3) of Regional Regulation No. 4 of 2019, so that pecalang and state police are in a coordinating position. The purpose of this research is to clarify the boundaries of the duties and authority of pecalang as a professional traditional security tool in Bali and eliminate the arrogance of security tasks between pecalang (sesana) and the police so that there is a harmonious relationship for the creation of security and order in customary villages according to regulations current regulation. This research is a type of normative research that provides clarity about the synergy of the duties of pecalang so that it is in accordance with traditional security tools in Bali called pecalang with the national police in accordance with applicable laws and regulations.
